The WAC won't be the best non-BCS conference this year, but it's safe to say that the conference will be much more competitive than it's been in the last few years. Utah State and Nevada will most likely be at the top again but with teams like Idaho and New Mexico State the WAC certainly won't be a two team race and it will be tough for one team to blow through conference play like the Aggies did last year going 14-2. Still look for Utah State to come out on top again this year but have to struggle to get there.

CHN's highest-rate non-BCS
CHN's highest-rate non-BCS conference is the A10. With the power the MWC & MVC have shown in recent years, not to mention the likes of Butler, Gonzaga, Memphis, Siena and others mixed in here.. there's a ton of talent outside of the BCS leagues. With the Pac-10 being down, one of these leagues could finish in the top 6.
